When the screen goes blank on national exam day, it is not a technical incident. It is a trust failure.

That was the opening argument of Leslie’s session, and it set the tone for everything that followed. National-scale digital exam delivery is not primarily a technology problem. It is a trust problem. And the organisations responsible for running those exams carry the weight of that distinction every day.

Across Europe, governments and certification bodies are digitising high-stakes examinations at scale. The pressure is real, the mandates are accelerating, and the stakes for candidates could not be higher. Drawing on real deployments including AHOVOKS in Belgium, NAATI in Australia and Vlaamse Toetsen where 30,000 candidates sit exams simultaneously across 400 schools with zero tolerance for failure, the session explored what reliable delivery at scale actually requires from the inside.
